El templo Mugaksa se localiza en el monte Yeouisan, también la anterior base de la escuela militar Sangmudae. Se construyó originalmente para el entrenamiento espiritual de los militares de la escuela. Luego, la escuela se trasladó; pero el templo se mantuvo en su lugar y ahora forma parte del Parque Memorial del 18 de Mayo.
